Thailand Opens Up for Double Vaccinated Tourists – Entry Criteria Relaxed

After nearly 20 months of closed borders and a stalled tourist industry, Thailand is finally relaxing its strict entry requirements for double vaccinated holidaymakers, long term visa holders and indeed its own returning citizens.

From 1st November 2021, double vaccinated tourists from a selected 63 countries will be able to fly into the country without the need for mandatory quarantine. Instead, you must take a RT-PCR test on arrival and wait at a designated hotel for the results. Provided the test comes back negative, you can then travel freely around the country. You will see this scheme referred to as Test and Go.

If you are arriving into Thailand after 16th December, DO NOT APPLY for the Thailand Pass before 1/12/21. The scheme is going to get easier and cheaper with the PCR test replaced by an Antigen (Lateral Flow) Test and no requirement to spend the 1st night at the designated hotel. You will still need to book the transfer to that hotel but we are awaiting clarification on this. Expect full details in the next week or so. (Posted 27/11/21)

If you are double vaccinated and from a country not included in that 63 countries list, you can still come but must enter the so called sandbox scheme, with its designated hotel quarantine now reduced to 7 days. Previously available in Phuket and Samui only, this sandbox arrangement is also now being extended to another 17 provinces.

If you are fully vaccinated (from any country including the approved 63) but want to enter the country via an area not included in the 17 sandbox provinces, you will need to enter the Alternative Quarantine (AQ) scheme. With AQ, you must quarantine in your room at a designated hotel for a now reduced period of 7 days only. This applies even if you are from one of the 63 countries.

If you are partially vaccinated or unvaccinated and arriving by air, you must enter the AQ mandatory hotel quarantine for 10 days. Coming in by land, the quarantine period is 14 days.

Criteria for Double Vaccinated Persons to Enter Thailand from November 1st 2021

Vaccination Details – All Countries

  • Full vaccination (2 doses) with vaccine approved by the Thai FDA – currently Sinovac, AstraZeneca, Johnson & Johnson, Moderna and Sinopharm – or one certified by the World Health Organisation (i.e. Pfizer/BioNTech but presently NOT Sputnik).
    • Full vaccination at least 14 days prior to your departure to Thailand and not more than 12 months before.
    • Vaccination certificate/proof of vaccination.
    • Children under 12 do not require prior vaccination but can only enter if accompanied by vaccinated parents or guardians.
  • Have been in one or more of the 63 stipulated countries for at least 21 days before flight – can transit/change flights through an approved country.
  • Must show proof of return or onward flight (short term visas or visa exemption).

Hotel, Covid Tests, Insurance and Visa – Test and Go Scheme

  • Proof of paid booking at an approved SHA+ or AQ hotel for 1 night. This payment will include the RT-PCR Test and ATK kit. For approved hotels, start your search here.
  • Health insurance coverage (including Covid-19) of minimum $50,000. This does not need to be from a Thai insurance company.
  • Visa or visa exemption – the standard tourist visa, the 30 days exemption, all Non Os are available. Allow a few weeks for processing.
  • All passengers must provide a negative RT-PCR test within 72 hours before departure. This includes children.

Thailand Pass – All Countries

The so-called Thailand Pass is the final stage in the application process. It is issued online from Thailand once you submit the relevant paperwork as per the criteria listed above – the link is here. Bank on 7 working days for its processsing. You will be issued with a QR code.

On Arrival in Thailand – Test and Go Scheme

  • On arrival, all passengers are met by the authorities and taken through health checks and Immigration to the appropriate areas. You must install the Mor Chana app on your phone.
  • You will be required to take RT-PCR test at either the airport or your booked SHA+ hotel. The hotel will also be in charge of your transfer from the airport. You cannot then leave the hotel until your negative result arrives. Once the test returns negative, you can then move freely around Thailand.
  • If you have any Covid-19 symptoms, you should use your ATK pack (pre-paid as part of your hotel booking). Even if experiencing no Covid symptoms, you are required to take the ATK test on Day 6/7 of your trip (wherever you are) and upload the results to the Mor Chana app.
  • It will be mandatory to follow all local Covid-19 rules and regulations such as mask wearing and social distancing.

Arriving from Countries Outside the Approved 63 – Sandbox Scheme

If you are double vaccinated but arriving from countries outside the above 63, you will need to enter the sandbox scheme, whereby you stay in a designated hotel for 7 days – a soft quarantine. After the initial arrival test has come back negative, you are not confined to the hotel but can travel about that zone freely. The good news is the sandbox scheme will operate in an extended 17 provinces (the so called blue zones).

Criteria for Entry – Sandbox Scheme

The criteria for entry are exactly as outlined above – proof of vaccination, negative test 72 hours before travel, insurance, paid hotel booking, Thailand Pass and installation of Mor Chana app. Note the proof of paid booking needs to be for 7 days at an approved SHA+ hotel. This will include the cost of an initial RT-PCR test on arrival and an ATK test at an approved centre on Day 6/7.

On Arrival – Sandbox Scheme

  • RT-PCR Test on arrival – confined to room until negative result is returned. Your hotel will transfer you from the airport.
  • Free movement around the area but must return to the designated hotel every night.
  • ATK test on Day 6/7 either at the hotel or at an approved centre (details supplied by hotel).
  • Free to travel around Thailand from Day 8 onwards (provided the Day 6/7 test is negative).

Unvaccinated – All Countries

If you are partially vaccinated or unvaccinated, you will be required to enter a 10 day AQ hotel room quarantine if arriving by air or 14 days if arriving by land. Of course, you follow too all of the other requirements as outlined above – proof of onward travel, insurance, 72 hours -ve RT-PCR test, visa or visa exemption, Thailand Pass and so on.

Note that you must show proof of the AQ or SHA+ hotel booking for the full duration required – 10 days if coming in by air. This cost will include the RT-PCR test on arrival and the ATK test on Day 8/9.
